Read the middle column like this: on 33.6% of the days when the Sun was in Libra, Venus was in Scorpio. The right column answers the reverse question for a Scorpio Sun: Venus shared the sign on 32% of days and sat one sign ahead, in Sagittarius, on 24.1%.

Across all 21,915 days, Venus was in Scorpio on 9.81% of them. That makes it the second most frequent Venus sign in our count, behind only Aries at 10.29%, and well above Sagittarius, the least frequent at 6.91%. What Alan Leo and Sepharial wrote about Venus in Scorpio

Alan Leo, in How to Judge a Nativity (1903), opens his Scorpio entry for Venus with three words: “Jealous love nature.” It is a blunt line from a blunt era, and his sign headings were lost in the scanned copy, so the entry is matched to Scorpio by its place in his list of twelve. Modern writers rarely use the word; they tend to describe the same thing as possessive loyalty or emotional intensity.

Sepharial gave a simple rule for how a planet fares by sign. In a sign it governs, he wrote, a planet “acts more strongly than usual”, and he kept a separate term for a planet “in the opposite signs to those it governs”. Venus governs Taurus and Libra, and Scorpio faces Taurus across the zodiac. So in his framework Venus in Scorpio is one of the two opposite placements, the other being Aries. That is a description of how older astrology sorted the planets, not a grade on anyone’s capacity to love. Modern dignity tables use the word detriment for it and list Scorpio in Venus’s detriment, a label for the seat and nothing more.

Alan Leo, in Astrology for All (1899), wrote that the individuality of Libra is expressed in “justice, equilibrium, balance, order and dispassionate judgment”. Astrologers who read the two together describe the contrast rather than a verdict: a Sun sign associated with balance and a Venus sign associated with intensity, both in one chart. Venus governs Taurus and Libra, and Scorpio sits opposite Taurus, so Sepharial's 1910 rule puts Venus in Scorpio among the signs where a planet works less easily than in its own.
