Libra rising means the sign of the Balance was coming up over the eastern horizon at the minute and place you were born. Astrologers call that point the Ascendant and read it as your outward manner and first impression, a separate layer from the Sun sign set by your birthday. What Libra rising means
The Ascendant is where the zodiac meets the eastern horizon at your birth, so it moves with every minute of the day and every mile of latitude. Libra on that point puts an air sign of the cardinal kind at the start of the chart. Sepharial (1910) places Libra with Gemini and Aquarius among the air signs, lists it with the movable signs, and writes that “Venus governs Taurus and Libra”.
Libra sits exactly opposite Aries, and this gives the Ascendant a quirk. Aries is the sign of the first house in the natural order; Libra is the sign of the seventh. With Libra rising, the zodiac’s partnership sign stands where the self usually sits, and Aries lands on the Descendant, across the chart.
Libra rising lasts 151 minutes at 40.7 N but 80 near Sydney
We computed the time every sign spends crossing the eastern horizon over one sidereal day on 21 June 2001, and ran the same check for 21 December 2001. The results matched: rising times vary with latitude, not with the calendar. Libra’s row by row:

Libra and Virgo mirror each other around the Aries point, and in the north their times match to within a hundredth of an hour. At the equator Libra has the shortest window of all twelve, at 1.85 hours; by 51.5 N it has the longest, tied with Virgo. The southern figure shows the flip at its sharpest: at 33.87 S, around Sydney, we found Libra takes only 1.33 hours, the quickest sign there. At 40.7 N, Libra’s 2.52 hours are about 10.5% of the day, compared with the 8.3% an equal split would give. So the same Ascendant is a generous window in London and a tight one in Sydney, and how precise your birth time needs to be depends on which hemisphere you were born in.

From judgment to manner
In Astrology for All (1899), Alan Leo summed up the Libra Sun this way: “The individuality of this sign is expressed in justice, equilibrium, balance, order and dispassionate judgment.” When he came to the rising sign in How to Judge a Nativity (1903), he moved from principles to conduct: Libra “rising denotes a courteous, affable, kind, and affectionate disposition”.
The Sun passage is abstract, a set of ideals. The rising passage is about behavior between people, the courtesy of a first meeting. It is one of the clearest cases in his work of the Sun describing values and the Ascendant describing manners.
Gracious and approachable, in some modern readings
Modern guides do not share a single Libra rising description strongly enough to call it consensus. Some astrologers describe it as gracious and approachable, considerate in company, which reads as a modern version of Alan Leo’s “courteous” and “affable”.
An example chart with Libra rising
Our fictional example chart, computed for a birth on 15 June 1990 at 2:30 pm in Chicago, has an Ascendant of 14 degrees 39 minutes Libra. That makes it a Libra rising chart with a Gemini Sun: the birthday gave Gemini, while the afternoon hour and the Chicago latitude put Libra on the horizon. Its Midheaven, the highest point of the chart, falls at 17 degrees 15 minutes Cancer, and Aries sits on the Descendant opposite the Libra Ascendant.
The same chart shows how much the house system matters. We counted that 7 of its 11 placements fall in a different house under Whole Sign than under Placidus, even though the Ascendant is identical in both.
Libra rising and the seventh house
Libra is the seventh sign, so its natural house is the seventh, associated with one-to-one relationships, agreements and the people met face to face. Alan Leo’s advice for every rising sign was to “pay special attention to the corresponding house”, and with Libra rising that is the house directly opposite the Ascendant. Libra rising, between Virgo and Scorpio
In the daily sequence, Virgo rising comes before Libra and Scorpio rising after it. At 40.7 N the three windows are 2.52, 2.52 and 2.55 hours, all long and nearly equal. A birth time a little off is unlikely to change the sign unless your Ascendant is within a degree or two of either edge.

You need your date of birth, your birth time and your birthplace; the place fixes the latitude, which, as the table shows, changes Libra’s window a great deal.

Questions people ask
You can be any of the three, or more than one. A Libra Sun comes from a birthday roughly between late September and late October. A Libra Moon depends on the date and sometimes the hour. Libra rising depends on the exact birth time and place, so only a calculator with those details can confirm it.
Not in the north. We computed 2.52 hours for Libra to rise at 40.7 N and 2.84 at 51.5 N, both above the two-hour average, so a larger share of each day carries it there. South of the equator it turns quick: 1.33 hours near Sydney, the shortest of any sign at that latitude.
On the left-hand edge, at the nine o'clock position, where the eastern horizon is drawn. Charts usually mark it ASC or AC with a degree, such as 14 degrees Libra. The first house begins there and runs counterclockwise, below the horizon line, toward the bottom of the wheel.
The rising sign itself does not: Libra is on the Ascendant whichever system you use. What changes is how the houses are cut after it. In the example chart on this page, 7 of 11 placements land in a different house under Whole Sign than under Placidus, while the Ascendant stays in Libra.
