Aquarius rising means the sign of the Water Bearer was rising over the eastern horizon at the minute and place of your birth. Astrologers call this point the Ascendant and read it as the manner you show others, the first impression, as opposed to the Sun sign fixed by your birthday. What Aquarius rising means
The rising sign is whichever sign sat on the eastern horizon when you were born, and because the horizon sweeps through the whole zodiac in a day, it is set by the clock rather than the calendar. Aquarius there gives the first house an air sign of the fixed mode. Sepharial (1910) places Aquarius with Gemini and Libra among the air signs, with Taurus, Leo and Scorpio among the fixed ones, and hands it to Saturn.
Saturn is the unexpected part. Gemini and Libra, the other air signs, answer to Mercury and Venus; Aquarius is the only air sign under Saturn in the traditional scheme, and it shares that ruler with Capricorn, the sign rising just before it.
Aquarius rising: 86 minutes at 40.7 N, 44 at 60 N
We tracked the eastern horizon through one sidereal day on 21 June 2001 and timed each sign as it rose, then repeated the run for 21 December 2001. The two matched, which confirms the times depend on latitude, not the date. The Aquarius row:

Aquarius loses time steadily as you head north: from almost exactly two hours on the equator to under three quarters of an hour at 60 N. Its partner in this is Taurus, the sign that sits the same distance on the other side of the Aries point; north of the equator the two tables are identical. In the Southern Hemisphere Aquarius swings the other way, and at 33.87 S, near Sydney, it rises for 2.41 hours, tied with Taurus as the slowest sign there.
At 40.7 N its 1.43 hours are roughly 6% of the day, against the 8.3% each sign would get if all twelve rose at one speed. For a person born in Canada, the northern US or Europe, that means the Aquarius window is small and the recorded minute counts. A birth time rounded to the nearest hour could easily sit outside it.

How the two entries differ
Alan Leo’s portrait of the Sun sign, in Astrology for All (1899), reads: “Aquarian individuals are determined, patient, quiet, unobtrusive and faithful.” For the rising sign, in How to Judge a Nativity (1903), his entry is short: Aquarius “rising denotes a refined, sympathetic, and humane disposition”.
The Sun passage lists private virtues: patience, quiet persistence, loyalty. The rising passage lists social ones: refinement, sympathy, a humane outlook toward others. Alan Leo gives the same sign an inward face and an outward one.
Caring and original, in modern readings
Two themes appear in most modern guides. Many astrologers describe Aquarius rising as caring toward the people around them, often in a broad, community-minded way, and as original and a little unconventional, hard to fit into a category. Both are popular beliefs, not findings, and the first sits naturally beside Alan Leo’s “sympathetic” and “humane”.
Aquarius rising and the eleventh house of community
Aquarius is the eleventh sign, and its natural house is the eleventh: friendships, groups, networks and the hopes people share. Alan Leo’s guidance for reading a rising sign was to “pay special attention to the corresponding house”, which with an Aquarius Ascendant points to the eleventh.
The sign opposite matters as well. With Aquarius rising, Leo is on the Descendant, the western end of the horizon line where the seventh house opens, so the sign tradition gives to the Sun faces one of the two signs it gives to Saturn.
Your first house depends on the house system. In Whole Sign houses, Aquarius is the first house from its first degree to its last. Placidus, the system Wikipedia calls “the most commonly used house system in modern Western astrology”, starts at the exact rising degree, so unless the Ascendant sits right at 0 degrees Aquarius, part of a Placidus first house belongs to Pisces. Aquarius rising between Capricorn and Pisces
In the daily order, Capricorn rising is followed by Aquarius and then Pisces rising. At 40.7 N their windows are 1.91, 1.43 and 1.19 hours: each shorter than the last, as the sky runs into the quick stretch around Aries.
So a small error in the birth time goes further here than in the slow half of the zodiac. If your Ascendant is near either edge of Aquarius, it is worth finding the most precise record of your birth time that you can.

Questions people ask
In the Northern Hemisphere it is less common than most. Our calculation gives Aquarius 1.43 hours on the horizon at 40.7 N and 1.15 hours at 51.5 N, when a typical sign needs two. Only Aries and Pisces are briefer there. In the south the reverse holds: near Sydney it takes 2.41 hours.

In traditional astrology, yes. Sepharial's 1910 list of rulerships gives Saturn to both Capricorn and Aquarius. So Aquarius rising shares its ruler with the sign just before it, while differing in element and mode: Capricorn is cardinal earth, Aquarius is fixed air.
